Sometimes bad vocals work for some people. I know of a band called Current 93, and the lead singer mostly speaks his lines and isn't the greatest vocalist, but the music is still pretty decent. It's not for everyone, but it can be done. 

But yeah, these days bad singers can become stars. Just look at stuff like tik tok, that often is all about lip-syncing and stuff like that.

Speaking as a music producer, I know that the technology existing today can make anyone sound exceptional.

So if you are an aspiring singer, you may only need to practice clarity of voice. After all, each person speaks differently. Your definition of bad vocals could be fantastic in someone else's opinion.

Your a music producer? Nice! I'm a music teacher! I play guitar, ukulele, drums. I'm a decent singer but not the best so I may need that technology, the auto tuning of my voice to help a bit. Yes it can be done. I can hear and know when a vocalist is using auto tune.

You can get started on FL studio by watching a few tutorials on Youtube. The ability to create and bend sounds is unexplainable. I would advise you to download the software.
