I think you know when that point comes, but it's not the same for everyone. We all are different in our own ways. For one person, it may take longer to get to a point of calling it love, while others may have a love at first sight situation. For me it takes getting to know the person, hanging out with them, and just having fun. 

Attraction is the first thing, but attraction doesn't equal love, we can be attracted to many people, but their personality for example may change your feelings. So it can be a mix of personality, attraction and so on. I think for me. I tend to be attracted to many women, but some of them probably wouldn't match my personality enough. And I want to be with someone who likes similar things. I can't imagine it being too fun dating someone who is not into anything you enjoy.

For me, it largely depends on what you mean by "call it love." If it's "put a ring on it," then that will take close to a year or more. You should never marry someone without knowing them very, very well, at least 1 year+. 

If it's just "being passionate with them," then that should be much shorter. Like 3 - 6 months is enough. The longer you know someone, the more likely they are to change, and if they've changed into someone else entirely by the end of their first year with you, that doesn't bode well for your relationship.
