The first ones I had, I did not. This was after moving out of my parent's house when I was 20. I lived in a small apartment with two friends while we were all doing school. The neighbor was this middle-aged divorced man who would frequently have arguments with his ex-wife in person and on the phone. Sometimes this would happen at 4 in the morning and wake us up. I had to report him several times before something was done about it.

I don't get along well with my neighbors. The woman who lives next to me is really annoying and keeps downspout water on my property. The other side of the guy is fine but he is a bit rude. If he doesn't like something he starts talking rudely. There's another guy across the street. He calls new girls in their room every night.
